Roe Street Enhancement 2021

As part of the Perth City Deal CBD Transport Plan, the highly anticipated upgrade to Roe Street commenced construction at the end of May 2021, with a scheduled completion in Spring 2022.

The upgrade, which is being completed by appointed contactor Civcon and in collaboration with DevelopmentWA, will facilitate the upgrade of critical infrastructure and revitalised streetscapes.

The completed project will complement the Perth City Link development, reconnect the Central Business District with Northbridge and facilitate regeneration of the area. While the entire project will be constructed by Civcon, DevelopmentWA and the City of Perth will be responsible for delivering two separate projects (referred to as 'Package A' and 'Package B').

The projects have been delivered simultaneously to minimise disruption, with a coordinated approach being taken to complete the infrastructure upgrades (Package A) prior to the street beautification project (Package B) and will be completed in sections over various stages.

Please note that there will be pedestrian and cycle path detours in place.


Rolling Construction Updates

Upcoming Construction Works - November - December 2021 (dates noted below)

Civcon will commence works as follows shortly:

  • Beaufort to William Streets (approx. 11th November)
  • Melbourne to Fitzgerald Streets (approx. 13th November)
  • King to Melbourne Streets (Monday 29 November): please refer stakeholder notification
  • William to King Streets (approx. early January 2022)

with planned construction activities to include:

  • Service location and investigation
  • Water, Sewer and Gas connections
  • Verge and pavement reconstruction

What will the impacts be?

  • Increase in noise and dust: this will be kept to a minimum and noise levels will be maintained in accordance with the Environmental Protection (Noise) Regulations 1997 (the Regulations)
  • Various road closures along Roe Street between Fitzgerald Street and William Street (please refer to below map)
  • Reduced footpath width throughout construction; and
  • Installation of temporary construction fencing

Night Work & Temporary road/lane closures and detours

There will be a requirement to perform certain activities outside of normal working hours to reduce the impact on pedestrians and businesses and to provide a safe working environment for our personnel.

It is important to note that access to businesses, for pedestrians and cyclists will be maintained at all times during normal working hours (7am – 5pm) or as required. Traffic detours will be in place for the duration of the works. Access to the CPP carpark will also be maintained.

Upcoming Construction Works - Intersection Closure Roe and William Streets (including Horseshoe Bridge) commencing 08 October to 04 December 2021

As part of the Roe Street Enhancement project, Civcon have scheduled localized weekend closures during October and November to upgrade critical infrastructure, which includes large scale and complex underground service works to cater for the City’s growth.

What is happening and when?

Weather permitting, Civcon will commence works at the Roe Street/William Street intersection on 2 October. Planned construction activities include:

  • HV Duct Bank
  • MFP Footings and Installation
  • Kerb works
  • Resurfacing

What will the impacts be?

  • Horseshoe Bridge will be temporarily closed
  • Detour for the Blue Cat Bus Route (refer to attached detour map)
  • Increase in noise and dust, however this will be kept to a minimum and noise levels will be maintained in accordance with the Environmental Protection (Noise) Regulations 1997 (the Regulations)
  • Reduced footpath width throughout construction; and
  • Installation of temporary construction fencing

As part of the Roe Street enhancement project, Civcon have scheduled day and night works to upgrade critical infrastructure, which includes large scale and complex works to cater for the City’s growth.

When is this happening?

Civcon anticipates that the works will commence Monday 26 July 2021 until approximately Tuesday 30 November 2021. Planned construction activities include:

  • Service location and investigation
  • Western Power infrastructure installation – trenching and conduit installation
  • Verge reconstruction; and
  • Pavement reconstruction and asphalt re-surfacing

What will the impacts be?

  • Increase in noise and dust, however this will be kept to a minimum and noise levels will be maintained in accordance with the Environmental Protection (Noise) Regulations 1997 (the Regulations)
  • Removal of the westbound movement on Roe Street between William and Beaufort Street
  • Reduced footpath width throughout construction; and
  • Installation of temporary construction fencing

Night Work

Project Details

Package A (DevelopmentWA project) will consist of:

  • Concrete and asphalt removal and reconstruction
  • Existing service location and investigation
  • Underground services installation (including trenching, pit and pipe installation)

Package B (City of Perth) project will consist of:

  • Creation of wider footpaths to accommodate increased pedestrian movement and activity, including alfresco dining;
  • New street lighting and CCTV assets to improve public safety and support the night-time economy;
  • Protected uni-directional cycle lanes to improve the safety of cyclists and pedestrians, as well as ensuring integration into the overall cycle network to the city;
  • A narrower street corridor to encourage lower vehicle speeds and to make it easier for pedestrians to cross;
  • 200+ new street trees will be planted to provide shade, urban cooling and greenery; and
  • Brand new paving, street furniture and City of Perth free public Wi-Fi to encourage footfall.
