Perth City Deal - Roe Street Enhancement 2021

As part of the Perth City Deal CBD Transport Plan, the highly anticipated upgrade to Roe Street commenced construction at the end of May 2021, with a scheduled completion in Spring 2022.

The upgrade, which is being completed by appointed contactor Civcon and in collaboration with DevelopmentWA, will facilitate the upgrade of critical infrastructure and revitalised streetscapes.

The completed project will complement the Perth City Link development, reconnect the Central Business District with Northbridge and facilitate regeneration of the area. While the entire project will be constructed by Civcon, DevelopmentWA and the City of Perth will be responsible for delivering two separate projects (referred to as 'Package A' and 'Package B').

The projects have been delivered simultaneously to minimise disruption, with a coordinated approach being taken to complete the infrastructure upgrades (Package A) prior to the street beautification project (Package B) and will be completed in sections over various stages.

Please note that there will be pedestrian and cycle path detours in place.

Rolling Construction Updates

Upcoming Construction Works: Monday 2 to Friday 13 May 2022

On behalf of Development WA, Civcon (Contractor) will be conducting construction activities at the King and Roe Street intersection, between Monday 2 May to Thursday 19 May 2022 (extended from Friday 13 May 2022 due to unforeseen circumstances).

Planned Construction Activities:

  • Service Installation
  • Verge reconstruction.

What will the impacts be?

  • Full 24 hours road closure at King Street for north and south bound traffic. Please refer to attached map and follow direction of traffic controllers.
  • Construction noise
  • Footpath detours
  • Installation of temporary construction fencing.

Local driveway access and use of pedestrian crossings will be permitted at all times.

Night Work:
There is a requirement to perform certain activities outside of normal working hours in order to:

  • Reduce the impact on pedestrians and businesses
  • Provide a safe working environment for our personnel
  • Temporary road/lane closures and detours.

Project Details

Package A (DevelopmentWA project) will consist of:

  • Concrete and asphalt removal and reconstruction
  • Existing service location and investigation
  • Underground services installation (including trenching, pit and pipe installation)

Package B (City of Perth) project will consist of:

  • Creation of wider footpaths to accommodate increased pedestrian movement and activity, including alfresco dining;
  • New street lighting and CCTV assets to improve public safety and support the night-time economy;
  • Protected uni-directional cycle lanes to improve the safety of cyclists and pedestrians, as well as ensuring integration into the overall cycle network to the city;
  • A narrower street corridor to encourage lower vehicle speeds and to make it easier for pedestrians to cross;
  • 200+ new street trees will be planted to provide shade, urban cooling and greenery; and
  • Brand new paving, street furniture and City of Perth free public Wi-Fi to encourage footfall.
