What is happening to Perth Town Hall?
The City of Perth have commenced essential conservation maintenance and repair works to the roof and external facades of the Perth Town Hall from mid-January to June 2022.
Due to unforeseeable circumstances, the completion timeframe has been extended from June to September 2022.
Scaffolding will be installed to enable the repairs, largely to the Hay Street and Barrack Street faces and will remain in place for the duration of the works.
Pedestrian management will be in place when the scaffolding is installed and dismantled, otherwise access will remain uninterrupted.
Loading bays adjacent to the Perth Town Hall on Hay Street will not be available for use during this time.
Background
Perth Town Hall is recognised as a place of cultural heritage significance, being included within the Heritage Council of Western Australia’s (HCWA’s) State Register of Heritage Places (Place No. 1953) and listed on the City of Perth’s Heritage List with a Management Category of 1. Furthermore, the Perth Town Hall is also classified by the National Trust in its own right.
The proposed works are conservation in nature, designed to ensure the active upkeep and protection of this significant structure and will be completed in partnership with Contractor Colgan and Heritage Architect Element.
The last significant program of conservation works was identified and undertaken in 2016. Prior to this, an extensive works program in 2005/06 saw the arcaded undercroft reconstructed and the roof returned to a shingle finish. Outside of these programs, general maintenance of the building has been undertaken by the City’s staff on a regular basis.
As part of the City’s proactive maintenance regime, the City engaged Element to identify works required to protect and conserve the heritage building. This included a drone survey of the roof. Through this program, a repair and maintenance scope has been developed for these works.

As part of the renovation, the contractor has been cleaning the She-oak shingled roofs, which were reinstalled during the last major renovation of the heritage-listed building in 2005.
They have also replaced the waterproof membrane under shingles on a lower roof, removing broken shingles, or reoiling them to extend their lifespan.

The restoration of Perth’s historic Town Hall continues, with the focus now on ensuring repairs that will have the least impact on the clock face and its tower.
Last month, a team of City staff joined construction and architectural heritage experts at the clocktower to investigate the deterioration and determine the best restoration solution to feature render elements, including the clock face cloud moulding and tourelles. These repairs have now been agreed and are underway.
Brickwork and pointing repairs have been ongoing since work began in February.
