What is a Local Planning Strategy?




    A Local Planning Strategy is a high level and strategic document that sets out the framework for local planning and development over the next 10 to 15 years. The recommendations of the Local Planning Strategy will provide the basis for any changes to zoning and development standards set out in the City’s Local Planning Scheme. 


    All local governments in Western Australia are required to prepare a Local Planning Strategy under State legislation.





    Why do we need a Local Planning Strategy?

    A Local Planning Strategy is a legislative prerequisite for preparing the City’s future Local Planning Scheme No.3 which will replace the City’s existing City Planning Scheme No. 2 along with and City of Subiaco’s TPS No.4 and City of Nedland’s TPS No.2  which were transferred to the City of Perth on the 1 July 2016. The Strategy also address the City’s responsibility for implementing strategic metropolitan planning directions, such as dwelling targets, set out in the WA Planning Commission’s Central Sub-Regional Planning Framework (WAPC, 2018).

    How will the Local Planning Strategy affect my property?



    The Local Planning Strategy is a high level document that will identify broad strategies and key actions to be implemented at a city wide and neighbourhood level.  The Local Planning Strategy will not specify changes to individual property zoning.

    However, the recommendations of the Strategy will inform the development of a new Local Planning Scheme, which will consider changes to individual property zoning. Any changes to existing property zoning will be subject to additional and separate community consultation. 



    Why do we need more housing?

    Perth’s population is growing and to ensure growth is sustainable, infill is required. Infill means more compact patterns of land use and development and optimisation of existing infrastructure. The Strategy sets out a targeted approach to residential development through Growth Areas. Many of these strategic locations were identified as areas which would potentially benefit from an increased residential population. Growth in each neighbourhood will be different depending on current density, character of the area and ability to achieve good built environment outcomes.


    What community consultation has informed this strategy?


    Feedback was sought from the community on their aspirations for the future of their city neighbourhood through the 'Your Neighbourhood’s Future project'.  Consultation was held between November 2017 and April 2018 through an online survey and city neighbourhood places activity.

    The outcomes of this engagement helped to inform the preparation of the draft Local Planning Strategy. 


    How do I provide feedback on the draft Local Planning Strategy?

    You can provide feedback on the draft Local Planning Strategy in a few different ways:

    1) Complete the submission form on this Engage Perth page. Click the 'provide your feedback' tab and then click the 'Draft Local Planning Strategy Submission Form' link.

    2) Write a submission, and:

    • Upload it on this Engage Perth Page; or
    • Email it to CPUinbox@cityofperth.wa.gov.au; or
    • Mail to City Planning Unit - Strategy, GPO Box C120, Perth WA 6839

    3) Visit one of our information sessions, and complete a hard copy submission form available from one of our planners.

    All submissions will be reviewed, and will inform further considerations on the draft Strategy before it is presented to Council.

    What are the next steps after community consultation?

    After the conclusion of the comment period, the City must review the strategy having regard to any submissions made. 

    A report will then be presented to Council summarising all formal submissions and any changes made to the strategy, the Council may - 

    1. Support the Local Planning Strategy without modifications; or
    2. Support the Local Planning Strategy with proposed modifications to address issues raised in the submissions.

    Once supported by Council, the Local Planning Strategy is sent to the Western Australian Planning Commission (WAPC) for endorsement. The WAPC may choose to:

    1. endorse the strategy without modification; or 
    2. endorse the strategy with some or all of the modifications proposed by the local government; or 
    3. require the local government to modify the strategy in the manner specified by the Commission before the strategy is resubmitted to the Commission for endorsement; or 
    4. refuse to endorse the strategy.

    This process is typically completed within 60 days, however extension may be granted to the WAPC under authorisation by the Minister of Planning.
