Amendment No. 48 to City Planning Scheme No.2 proposes to amend the provisions of an existing Special Control Area over No. 28 (Lot 51), No. 32 (Lot 52) Troode Street and No. 196 (Lot 200) Colin Place, West Perth (subject land).
Background
Amendment No. 48 proposed to modify the Special Control Area (SCA) over the subject land to extend the maximum plot ratio of 3:1 that applies to ‘Residential’ and ‘Special Residential’ land uses to apply to all land uses that can be considered for the sites under City Planning Scheme No.2 (CPS 2).
On 28 February 2023, Council supported Amendment No. 48, following community consultation. Following Council’s support, the amendment was forwarded to the Western Australian Planning Commission for the Minister’s decision.

Current situation
The Minister has directed the amendment is modified to increase the maximum plot ratio to 5:1 for ‘Residential’ and ‘Special Residential’ land uses and 3:1 for all other land uses that can be considered under CPS 2.
The City now seeks feedback on the Minister’s modification.
Consultation concluded on 16 April 2024.
