Will Wellington Square be closed during construction?
The City of Perth has committed to ensuring large areas of Wellington Square will continue to be accessible for the community to enjoy during the construction works. We will be working closely with the contractor to ensure their schedule of works takes into account the need to maintain access to the park at all times.
What is the Construction Reference Group?
The Wellington Square Enhancement Construction Reference Group (CRG) comprises of representatives of the local community and stakeholders with a connection to Wellington Square and an interest in the construction phase. It includes local residents, business owners, community and sporting groups, and representatives from the Whadjuk Working Party. The CRG held its first meeting in November 2019, and will meet regularly throughout the construction process, to receive updates on project progress and provide feedback to the City of Perth and contractor on any areas of interest or concern related to the project.
Why are the ovals not accessible even though the remainder of the park is completed?
The original plan for both the main oval and the smaller oval was to simply remediate the existing turf. This would have enabled the sports oval to be accessible and available for use by sporting groups in November 2020. However, following advice from landscape contractors and a review of the current condition of the site, the City of Perth has decided to undertake a complete resurfacing of the ovals. This will achieve a much better grass playing surface that will be more durable, longer lasting and lower maintenance than would have been the case if the existing oval had merely been remediated.
While this work requires the ovals to be fenced off, the program of works will be carefully managed to allow staged openings for the public, sports activities and events. See the table below for a guide to the program of works and access.
Both ovals closed and fully fenced off | 13 October to 20 November 2020 |
Smaller oval open to pedestrians only | From 20 November 2020 |
Main oval open to pedestrians only | From 21 November 2020 |
Smaller oval open to sports clubs and for events | From 18 December 2020 |
Main Oval open to sports clubs and for events | From 25 December 2020 |
NOTE: These dates are subject to change.
Why will the Intergenerational Playground not be finished until early 2021?
While the challenges of COVID-19 have not significantly impacted on the program of works at Wellington Square, these are unprecedented times and like many organisations City of Perth has had to make some adjustments.
As a result, the contract for the construction of the Intergenerational Playground is now scheduled to be awarded in August 2020, with work commencing in the Spring.
Will there be a kiosk and toilets adjacent to the Intergenerational Playground?
While the challenges of COVID-19 have not significantly impacted on the program of works at Wellington Square, these are unprecedented times and like many organisations City of Perth has had to make some adjustments.
As a result, the permanent kiosk and public toilets adjacent to the playground will be replaced with a hard stand platform and power for a pop-up food vendor, and a double Automated Public Toilet.
In making these adjustments, the City of Perth has been mindful of the importance the community placed on these amenities during the development of the Masterplan for Wellington Square. The City believes this solution achieves the same outcome for park users, while also giving City of Perth the flexibility to assess the opportunity of constructing a permanent kiosk at this location in the future.
How will the construction be staged?
The enhancement of Wellington Square was originally planned to be staged over three years. An accelerated program has now been adopted, which still maintains access to large areas of Wellington Square during construction but reduces the duration of impacts on local residents and park users. Under the new program, the main works will be completed by the end of 2020. Details of the staging plan can be found in the notes from the first Construction Reference Group meeting here.
The elements of the Masterplan that will be delivered by late 2020 include:
How will the City of Perth manage construction impacts for adjacent residents and businesses?
The City of Perth will engage with local residents and business owners for the duration of the construction works. A Construction Reference Group has been established for this phase of the project, with the aim of both informing the community about project progress, and seeking feedback from residents and business owners about their concerns during construction. Residents and businesses will be letterbox dropped when significant works are planned that may impact on them, and works that impact on specific park users (for example, the cricket club) will be flagged directly with those groups. There will also be signage on site at Wellington Square, and this project page on EngagePerth will be regularly updated with information about upcoming works. We encourage interested community members to subscribe to the project page to receive notifications of these updates.
What is the easiest way for me to keep up to date with project progress?
The easiest way to keep up to date and informed about the progress of the project is to register to receive project updates. You can do that by clicking on the ‘Stay Informed’ button and leaving your details. Also, keep checking in on this page, as we will be posting regular updates about the construction process.
