PROJECT OVERVIEW

The Crawley-Nedlands neighbourhood is home to some of Perth’s major institutions including the University of Western Australia (UWA) and the Queen Elizabeth II Medical Centre (QEIIMC). Intertwined with these institutions is the residential neighbourhoods of Crawley and Nedlands, which contains unique characteristics valued by the local community.

UWA and QEIIMC together form the locality as a Specialised Centre. Specialised centres focus on regionally significant economic and institutional activities, such as knowledge-based for health and tertiary education precincts.

In accordance with draft State Planning Policy 4.2 – Activity Centres, planning for these centres is required to protect the primary land use while improving the growth and clustering of business activity of State and regional significance, particularly with respect to knowledge-based industries for this precinct.

These areas are to be developed as places with a concentration of linked businesses and institutions providing a major contribution to the economy, with excellent transport links and potential to accommodate significant future growth in jobs and in some instances housing.

To address the future planning requirements of the UWA - QEIIMC Specialised Centre, a Precinct Structure Plan (Precinct Plan) is required to be prepared in accordance with State Planning Policy 4.2 – Activity Centres.

The Precinct Plan is a planning instrument to guide and use planning decision making for the next 10 to 15 years. The Precinct Plan will

• Define the roles and responsibilities of Planning Authorities;
• Guide the potential future expansion of the regional medical and educational functions;
• Facilitate and leverage the development of complementary knowledge-based activities and businesses;
• Enhancing the liveability and diversity of the residential area;
• Guide future land uses, built form outcomes and potential increases in density;
• Guide the enhancement of the movement network and public realm; and
• Guide access by a range of transport modes to manage traffic issues created by the intensification of land use in the area.

The Precinct Plan boundary encompasses three planning authorities, being the State Government, City of Nedlands and the City of Perth. The majority of the Specialised Centre is located within the City of Perth.

A suitably experienced and qualified planning consultant will be engaged to prepare the Precinct Plan. The Precinct Plan will be prepared in collaboration between the City of Perth, the State Government and the City of Nedlands. The City of Perth is responsible for managing the project.

PREVIOUS COMMUNITY ENGAGEMENT

A Citizens Advisory Panel was formed with representatives from the community to deliberate and provide input to the UWA QEII Precinct Plan development. All outcomes of the Citizens Advisory Panel workshops are available on this project page for you to view.
