What is the purpose of a Strategic Community Plan?

A Strategic Community Plan (SCP) captures the community’s long term (10+ year) aspirations for where they live, work and play.

The hierarchy of vision, goals and outcomes in the SCP provides the ‘destination’ of what the City of Perth (the City) aims to reach. The City uses this to build a ‘roadmap’ of actions, tasks and projects that lead towards this destination.

This ‘roadmap’ is articulated in the City of Perth's four year Corporate Business Plan as well as in detailed, issue specific plans such as the Events Strategy and Open Space Framework.

In summary, the Strategic Community Plan is the overarching plan to which all other plans are to aligned to.

The City will report progress against the SCP in the City of Perth Annual Reports.

The Strategic Community Plan, Corporate Business Plan and Annual report are required of all WA local governments under the legislation (the Local Government Administration Regulations 1996). The City’s plans and reports are publicly available on our website https://perth.wa.gov.au/council/reports-and-important-documents

What community consultation has there been so far?

The community are the people who reside, work, invest, study in, or visit the City of Perth Central Business District (CBD) and neighbourhoods, so it is important to use a variety of methods to reach these different groups.

Over May to August 2021, the City conducted the following consultations: an online survey, fourteen pop-up events, a collaborative budgeting workshop with neighbourhood groups and ‘Coffee with Council’ events. We also held roundtables and advisory meetings with key stakeholders on specific topics, such as arts and culture and urban planning.

We also referred to community feedback from of other recent consultations, such as the Neighbourhood Place Planning and development of the Equity, Diversity and Inclusion Framework.

What is the purpose of this current consultation?

During our phase 1 consultation in May – August 2021, we asked for the views of our diverse community, analysed the information and developed this draft Strategic Community Plan 2022 - 2032.

The current consultation from 24 January to 28 February 2022, is an opportunity for the community to review the overall results of this input.

It also enables the City of Perth to check-in with community to validate this consolidation of input or identify any oversights or misunderstandings in merging this vast database of information.
