Why is the City undertaking this project

Safe and inviting public spaces are a key priority for the City of Perth. The Safe City Initiatives project seeks to improve safety in our public spaces in a way that also contributes to the attractiveness and enjoyment of the place.

In November 2019 the City undertook a Crowded Places Security audit and as a result, a number of improvements are now proposed in the following public spaces, with a focus on people safety and reducing vehicle access:

    • Northbridge Piazza
    • Russell Square
    • Langley Park
    • Supreme Court Gardens

When will the works begin and how long will it take?

Some of these spaces have heritage value. Will the works impact the heritage of the spaces identified in the audit? If so, how will the City protect the heritage?

What types of hostile vehicle mitigation remediation treatments are being considered for each space?

    Supreme Court Gardens

Supreme Court Gardens are part of an important open spaced area in the City’s CBD. More than 100 years old, the garden is semi enclosed by mature trees and gardens and was formed following the reclamation of the Swan River shallows in 1903. Merging with Stirling Gardens, the Supreme Court Gardens contain the Supreme Court building and the Court House, the oldest building in the City of Perth. The following works have been identified:

    • New street trees along Governors Avenue and a widened footpath to accommodate benches
    • Additional planting and a low seating wall at the corner of Governors Avenue and Riverside Drive
    • Formalisation of the driveway cross over into the Supreme Court to a standard city crossover i.e. continuation of the footpath with a vehicle access ramp
    • Additional bollards and bench seats

    Langley Park

Langley Park is one of four sites currently being reviewed in order to reduce vehicle access whilst increasing amenity for the community, including:

    • New park benches along Terrace Road and Plain Street
    • Bollards to prevent vehicle access onto the footpath parallel with Victoria Avenue
    • Seating walls with shade trees at the four corners of the park
    • Street tree planting along Plain Street
    • Infill planting of shade trees along Terrace Road

    Northbridge Piazza

The Northbridge Piazza is a popular destination and meeting place for people of all ages. With the plaza being over 10 years old, the city plan to give the space a fresh new look including:

    • Replace existing bike racks on James Street with City standard bike racks and bollards to replace existing bollards
    • New concreate seating pods to replace existing light weight plastic pods.
    • Additional concrete pods to reduce vehicle access

    Russell Square

Known as ‘Parco dei Sospire’ or ‘The Park of Sighs” Russel Square gained this title as a favoured meeting place for the Italian community of ‘Little Italy’ as the park sits opposite their favourite public house, the Victoria Hotel. In October 1994, Russel Square was upgraded with fencing and lighting, furniture and water features. The following works have been identified:

    • Bollards to reduce vehicle access
