Background

The City of Perth recently adopted its Public Lighting Framework in recognition of the important role lighting has in providing a vibrant and safe night-time economy and an enhanced sense of place. One of the key objectives of the Framework is to emphasis major gateway arrival points which help with wayfinding as well as contributing to a more dramatic sense of arrival into the city.

The City of Perth sort to appoint a contractor to implement the enhancement lighting of one of these gateways; the pedestrian bridge located on Adelaide Terrace near the Causeway. The project forms part of the Light it Up program which aims to enliven public space, improve amenity and contribute to the unique character of City neighbourhoods.

Schedule 

Construction work on the lighting project begin on Monday 20 December 2021 and is scheduled to be completed by Monday 07 February 2022. During the project there will be partial footpath and footbridge closures. Access will be provided at all times, with pedestrian detours signs in place to safely direct people around and through the work site

Project Area

The pedestrian bridge is located over Adelaide Terrace from Erskine Link to Ozone Reserve. Refer figure 1 and 2 below

On completion of the project (see below image), the new LED lighting will emphasize the bridge's architectural qualities and enhance the visual impact and appearance of the bridge. The new enhancement lighting will be energy efficient with programmable colour effects, providing a striking image of the City’s entrance after dark.

The Story so Far (Light It Up - Phase 1)

The City of Perth recognises that public art has a key role to play in supporting healthy and active communities. Public art in our capital city is a powerful vehicle for making communities and their stories visible, reflecting and communicating our unique identity.

Residents and visitor feedback has identified a number of areas of the city that can feel unsafe after dark. Feedback suggests that the primary reason is due to city workers vacating the city in the evening, together with a lack of well-lit spaces, particularly laneways, that create avenues for antisocial behaviour.

The character of Perth’s laneways and the charm of its heritage buildings are unique to the City – they are a point of difference and cannot be replicated in suburban shopping malls or new suburban developments.

In acknowledgement of the need to improve a sense of safety while celebrating Perth’s urban characteristics, Council approved the Light It Up program on 15 December 2020, the objective of which is to improve lighting in laneways and other identified locations through the installation of permanent light artwork fixtures, which include seven permanent light artworks being installed across City neighbourhoods as part of Stage One of the ‘Light It Up’ program. Each of the seven light projects will be installed across our seven neighbourhood precincts: Northbridge, Retail Core, West End, West Perth, Hampden Road, East Perth and Claisebrook.

The City has identified multiple locations across our boundaries for the installation of permanent light artwork installations, and we're seeking feedback on the preferred location from our residents, business owners and visitors. This survey should take between 5 and 10 minutes, and your feedback will be taken into consideration when the final locations are confirmed. Please refer to the Reference Document library for the Light it Up Map and Location Reference to provide context around the areas being considered.
