    Containers for Change will launch on 1 October 2020

    WHEN DOES CONSTRUCTION BEGIN?

    Construction is due to commence on 1 August 2020 until 30 September 2020.

    The City is getting ready for the construction phase that will see the Aberdeen Car park become a hive of community social enterprise as well as the creation of new businesses and employment opportunities. 


    WHAT ABOUT NOISE , DUST AND TRAFFIC DIVERSIONS?

    Unfortunately, there will be construction noise during the hours of 7am to 7pm Monday to Saturday. However, City contractors are bound by the Environmental Protection (Noise) Regulations 1997 and the permit requirements issued by the City of Perth Health and Activity Approvals unit.

    The good news is the City anticipates no likely road closures in the proximity of Aberdeen or Newcastle Streets during the construction phase, albeit temporary fencing will be installed to a localised area of the Aberdeen Street Carpark.

    The City appreciates that dust may be cause for concern. To mitigate your concerns, no work will take place after hours, and where required water will be applied to reduce dust from becoming airborne.

    HOW DO I SIGN UP FOR MY SCHEME ID?

    If you haven’t already done so, head to the WARRRL website https://warrrl.com.au/our-community/ to sign up for a Scheme ID and begin to collect eligible containers ready to return your eligible containers to the City of Perth Containers for Change Refund Points when they open.

    WHERE WILL THE DROP OFF POINTS BE?

     The City of Perth bag drop-off site will be located at 68A Roe Street, Northbridge. This refund point will later house reverse vending machines (RVMs), where you will be able to scan the barcode and insert eligible uncrushed cans, plastic, glass and liquid paperboard containers.

    The City of Perth is also providing an over-the-counter refund point at 8 Aberdeen St, Northbridge. Our friendly staff will count your containers immediately and will provide refunds in cash or via Electronic Funds Transfer (EFT) into your bank account via your scheme ID.  

    HOW WILL THE DROP OFF POINTS WORK?

    The role of a Refund point includes collecting and sorting returned containers, preparing materials for transport to a processor and providing high levels of customer experience as well as a convenient way to recycle your containers and receive a refund using your Scheme ID.

    HOW MANY REFUND POINTS WILL THERE BE?

    The City proposes the installation and ongoing operation of:

    • two (2) permanent container refund points within Northbridge (utilising the City-owned carparks on 68 Roe Street and 6B Aberdeen Street)
    • two (2) mobile refund points (container trailers) and 
    • numerous drop-off refund points at community centres and businesses (via provision of CDS bins).

    WHO IS RUNNING THE SCHEME?

    The CDS is a State Government initiative that provides a financial refund for approved beverage containers that are returned to an authorised collection point (refund point). The scheme is intended to reduce litter, increase recycling, improve environmental protection and provide new opportunities for social enterprise and community groups in Western Australia.

    WHY SHOULD I CARE ABOUT THIS SCHEME?

    There are many reasons to want to keep WA beautiful. Importantly being informed means we rethink the way we view our waste and our behaviours begin to change. That’s better for you and the Planet.

    Containers for Change is one of the few recycling programs that has control over where containers end up, ensuring we support a truly circular economy. It’s estimated that over the next 20 years WA’s Containers for Change will result in 
    • 706 million fewer littered drink containers
    • 5.9 billion fewer drink containers sent to landfill
    • 6.6 billion more containers being recycled.
    DID YOU KNOW?
    • In WA, we use more than 1.3 billion eligible drink containers each year; that’s enough drink containers to line a path from Perth to Broome.
    • Beverage containers account for 44% of WA litter* despite being made from easily recyclable materials such as glass, plastic, aluminium and cardboard (*by volume)

    WHAT CONTAINERS WILL BE ACCEPTED BY THE SCHEME?

    Eligible Containers


    The scheme targets drink containers most commonly seen as litter. 

    Most aluminium, glass, plastic, steel and liquid paperboard drink containers between 150ml and 3L are eligible for a refund.

    Ineligible Containers
    Generally, ineligible containers are those that are:

    • less than 150ml and greater than 3L. 
    • all plain milk bottles
    • wine bottles
    • pure spirit bottles
    • cordial and registered health tonics
    • Pure juice containers over 1L (or under 150ml)

    WHAT OPPORTUNITIES WILL THE SCHEME BRING FOR THE COMMUNITY?

    The CDS is an opportunity to bring income and employment opportunities to the community and provide support to people experiencing homelessness and/or long-term unemployment. 

    Containers for Change will:

    • create over 500 jobs across the State including jobs for people living with disability, the long-term unemployed and Aboriginal and Torres Strait Islander peoples.
    • create opportunities for apprenticeships and traineeships.
    • provide a new and effective way for charities, community groups and local sporting clubs to fund raise.
    • Western Australia will deliver the most diverse container deposit scheme network in Australia.
    • A national first – it will be the first time on-site and on‑truck container compacting technologies will be used by any container deposit scheme across the nation.
    On that basis, the scheme aligns with the City’s Strategic Community Plan 2019-2029 regarding the aspirations ‘Planet’, ‘People’ and ‘Partnership’.


    WHAT ARE THE CITY'S PLANS TO ENGAGE WITH THE COMMUNITY?

    • The Stakeholder Engagement Team are proposing to meet with business and service providers over the next two weeks, face-to-face, to talk through the scheme and obtain feedback
    • Notification will also be provided to residents with a 200m boundary of the proposed locations also seeking feedback
